A FB group I follow since the pandemic about getting into Malaysia has plenty of returning trip reports where people mention getting sim cards before immigration and or after exiting with their luggage.
Padang Besar to KL Sentral (Kuala Lumpur) train; On the 2nd floor there is this booth that sells SIM Cards for both Thailand and for Malaysia. The Malaysian cards when I visited in October 2022 were 25 Ringgit for 2 days of data, 35 Ringgit for 10 days, and 60 Ringgit for 30 days.

While Malaysian SIM cards can be used in Singapore, the two countries have separate mobile networks and any cross-border usage incurs roaming charges. It is better to get a separate Singapore SIM card when you get there. The telcos in Singapore offer very good value tourist SIMs with very generous minutes and data usage.
